• Has minimal levels of dead skin cells on the surface of the skin
• Has an enhanced ability to fight off oxidative damage associated with free radicals generated from exposure to oxygen, environmental pollutants, and UV rays

This includes cosmetics that make therapeutic claims. Before products with both a cosmetic and drug classification can be marketed, they must be scientifically proven safe and effective for their therapeutic claims.

Cosmedicine products make these types of claims and thus must meet the necessary labeling requirements. The Drug Facts Panel contains nine separate sections ranging from "Uses" to "Warnings." It is the dominant package feature of many over-the-counter (OTC) products. The way to tell if you are purchasing a cosmetic that is also regulated as a drug is to check if the first ingredient listed is an "active ingredient." Ingredients labeled as "inactive" are listed in order of decreasing amount; the first ingredient is the most predominant in the formula.
